The LSRA Annual Report, published today, outlines increased complaints activity, enforcement and progress across the legal services sector.
Key highlights from the report
- 21% increase in complaints received, up from 1,476 in 2024 to 1,788 in 2025.
- Record 1,933 complaints closed in a single year and the third consecutive year in which complaint closures increased.
- Increased enforcement with 27 High Court applications and 101 applications to the Legal Practitioners Disciplinary Tribunal.
- 34 new Limited Liability Partnerships (LLPs) authorised during 2025, bringing the total to 541.
- Progress in improving access to the legal professions including the establishment of the Legal Education and Training Committee and continued implementation of recommendations arising from the Breaking Down Barriers report, including the establishment of an Implementation Working Group.
Commenting on the release of the report, Niamh Muldoon, Chief Executive Officer of the LSRA, said: “The work set out in this report demonstrates how our statutory functions work together. Complaints handling, research, legal education and public engagement each play an important role underpinning high standards, supporting consumer protection and ensuring confidence in legal services.”
