LSRA Strategic Plan 2025–2028 sets out vision for legal services that are trusted and accessible to all

“An Ireland where legal services are trusted and accessible to all” is the vision set out by the Legal Services Regulatory Authority (LSRA) in its Strategic Plan 2025-2028, published today (3 December 2025).

The LSRA is an independent statutory body established under the Legal Services Regulation Act 2015. It is responsible for regulating the provision of legal services by barristers and solicitors, and for ensuring the maintenance and improvement of standards in the provision of those services.

Over the past decade, the LSRA has played a central role in shaping the regulation of legal services in Ireland. It has introduced new business models, such as limited liability partnerships and legal partnerships, and continues to focus on modern, proportionate and effective approaches to regulation that benefit both legal practitioners and the public.

In its new strategic plan, the LSRA sets out how excellent standards in legal service delivery, empowered consumers, and effective operations go hand in hand to support the proper administration of justice and promote the public interest. These strategic priorities will guide its programme of work to 2028.

Tom Boland, Chair of the Legal Services Regulatory Authority, said: “Our vision is for an Ireland where legal services are trusted and accessible to all. To achieve this, we are focused on three priorities: maintaining excellent standards in how legal services are delivered, empowering consumers to understand and access those services, and ensuring our regulatory model continues to protect the public interest through right-touch oversight. Together, these priorities support the effective administration of justice and a legal system that works for everyone. This plan builds on ten years of progress and reflects the views of our staff, the legal profession, and the public, all of whom contributed to shaping our next chapter.”

The Strategic Plan 2025-2028 outlines how the LSRA will continue to fulfil its statutory remit while evolving as an agile and transparent regulator that engages openly with its stakeholders. It incorporates extensive consultation carried out with staff, consumers, legal practitioners, and representative bodies across the sector.
